For doing anything in HR u need to convince the top management. First talk to them, take their approval, convince them why as to this reward function. Basically all such things should come from the top management and supported by the HR OR if  the HR is strong enough should propose these  things. And during recession doing these things by controling the costs will add more loyalty factor to the employee and create a feel good factor. 
 
-make the catogery of popular catogery award
-Cost factor
-proper well written permission submitted to the management
-proper explanation

 I feel you need to rethink on 3rd point.
 Award and Reward are two different thing....and I personally feel appreciation, gift and
 putting name of best performer on the board etc. should be considered.

I have the following points in mind:
 
1. Short Description of the program
2. Objective of the program
3. Types of Awards to be included
 
Kindly guide me what points can be added under these points or what additonal points can be included.
